49 36 Savannah Area Chamber of Commerce 2026 Economic Trends Infrastructure: Utilities Water and Sanitary Sewer Services The City of Savannah's Water Resources Service Center provides potable water, wastewater treatment, and stormwater services for businesses and residents within the City and in portions of Chatham County. It operates the Industrial and Domestic surface water potable water treatment plant, the only surface water treatment plant in Coastal Georgia, with a 58 million gallon per day permitted capacity to meet the existing development needs in the Savannah metropolitan area, a 97 million gallon (MG) raw water reservoir, and a high service pump station to serve surrounding municipalities. These communities, including Savannah, are managing a mandated ground water reduction requiring the increased use of surface water. In addition, the Department operates six independent groundwater systems with 46 deep wells. The Department supplies for domestic, industrial, and fire demands and maintains over 1,100 miles of water distribution main, over 7,000 fire hydrants, over 18,250 valves and supplies over 80,000 individual water service connections. Through intergovernmental agreements, the Department also supplies water to 7 other municipalities in Chatham County and portions of Effingham County. Sanitary sewer collection and treatment is also provided throughout the city and portions of unincorporated Chatham County. In addition, the sanitary sewer system treats sanitary sewage for other municipalities through intergovernmental agreements. The Department's wastewater treatment capacity is currently 41 million gallons per day (MGD) and is anticipated be 42.5-46.5 million gallons per day in the near future, sufficient to meet the requirements of anticipated growth. The wastewater system includes over 740 miles of gravity sewer mains, over 125 miles of sewer force mains, 18,000 manholes, over 215 lift (pump) stations, and serves approximately 75,000 sewer laterals. The Department manages Pretreatment and FOG (Fats, Oils, and Grease) Programs. The wastewater (e.g. water reclamation) treatment plants include the following: President Street Water Reclamation Plant 27 MGD maximum capacity Wilshire/Windsor Water Reclamation Plant 4.5 MGD maximum capacity Georgetown Water Reclamation Plant 2.45 MGD maximum capacity (Upgrading to 4MGD by 2030) Crossroads Water Reclamation Plant 3.0 MGD maximum capacity Travis Field Water Reclamation Plant 4.0 MGD maximum capacity (Upgrading to 8MGD by 2030) The Stormwater Department provides beneficial service to the community through the management of rainfall to reduce the risk of flooding and manage the quality of water in natural water bodies. In that effort, they receive that stormwater through approximately 15,000 inlets and convey it through approximately 400 miles of underground pipe and over 140 miles of open canals and ditches. With the additional challenges of a tidally dependent coastal system, they also operate several major tide gates and pump stations to ensure that water can be conveyed in consideration of tides.
